One of the perks for being Caesars Rewards Diamond members is the opportunity to get 2 Free Nights at Caesars Palace Dubai

There are a few ways to earn Caesars Rewards Diamond status without any stays or tier credits. The most frequently mentioned by the points community is the status match from Wyndham Rewards Diamond to Caesars Rewards Diamond. Alternatively, you can also status match from other casinos reward programs as well. 
However, Caesars Rewards members that earn Diamond status through status match do not have all the same benefits as members that earn Diamond status by staying at the Caesars Rewards-owned hotels or play at Caesars-owned casinos to earn at least 15,000 tier credits in a year. I think that is why Caesars Rewards revamped their program for Diamond status to include tier credits 15,000+, 25,000+, and 75,000+ tier credits.

    Status Matched Caesars Rewards Diamond Members Do Not Have 2 Free Nights at Caesars Palace Dubai Benefit

    Through the official Caesars Rewards Diamond benefit page, the terms and conditions for the 2 Free Nights at Caesars Dubai benefit now include the following message:

    Benefit only valid for earned Tier Status (Diamond members earning at least 15,000 Tier Credits in 2021 or 12,000 Tier Credits in 2020 and Seven Stars members earning at least 150,000 Tier Credits in 2021 or 125,,000 Tier Credits in 2020); members with gifted or matched Tier Status do not qualify until they earn the necessary Tier Credit criteria.  Members can book ONE Dubai benefit stay per benefit year (February 1 – January 31, annually). Airfare and other expenses not included. Additional restrictions apply. 

    The bottom line is if you earn Caesars Rewards Diamond status through a status match from Wyndham Rewards or other casinos rewards, you do not have the 2 Free Nights at Caesars Palace Dubai benefit. This is also true for those that earn Caesars Rewards Diamond status through other means without meeting the tier credit criteria such as the complimentary automatic Caesars Rewards Diamond status through the FoundersCard

    How about the Atlantis, Paradise Island in The Bahamas Benefit?

    While the official Caesars Rewards Diamond benefit page does not have the terms that specifically exclude the Diamond members without tier credits, your guess is as good as mine. The latest data point that I came across is from MilesTalk in July 2021 indicating that status-matched Caesars Rewards Diamond members are still eligible to book the Atlantis, Paradise Island in The Bahamas.
    On the contrary, those that earn Caesars Rewards Diamond through the FoundersCard are not eligible to book both the Atlantis in The Bahamas and Caesars Palace in Dubai benefits. The terms state the following for FoundersCard’s Caesars Rewards Diamond members:

    Benefit only valid for earned Tier Status (Diamond members earning at least 15,000 Tier Credits previous or current year and Seven Stars members earning at least 150,000 Tier Credits previous or current year); members with gifted or matched Tier Status do not qualify until they earn the necessary Tier Credit criteria.

    How about Other Caesars Reward Diamond Benefits?

    At the time of this writing, status matched Caesars Rewards Diamond members are still receiving the following benefits:
